Parker Health, Inc. d/b/a Parker designs, deploys, and operates artificial intelligence across our APEX ecosystem — including APEX|NEXUS, APEX|PULSE, APEX|VELOCITY, APEX|CATALYST, and APEX|HORIZON, with APEX|Lake as the underlying data infrastructure. This Bill of Rights describes the commitments we make to every patient, clinician, and partner who interacts with a Parker AI system.
1. The right to safe and effective AI
You have the right to AI tools that have been validated for clinical safety and real-world effectiveness before deployment. We test our models against representative datasets, monitor for drift in production, and retire systems that fail to perform.
2. The right to algorithmic transparency
You have the right to know when AI is being used in your care or workflow. We disclose the purpose of each model, the data it was trained on at a high level, and the decisions it influences.
3. The right to protection from algorithmic discrimination
You have the right to AI that does not discriminate on the basis of race, ethnicity, sex, gender identity, age, disability, national origin, or socioeconomic status. We perform bias audits before deployment and on an ongoing basis.
4. The right to data privacy
You have the right to control how your personal and health information is used to train, evaluate, or operate Parker AI systems. We follow the safeguards outlined in our Corporate Data Privacy and PHI Policy, HIPAA Privacy Practices Statement, and GDPR Compliance Statement.
5. The right to human review and oversight
You have the right to a qualified human decision-maker for any consequential clinical or administrative decision. AI at Parker augments judgment; it does not replace it. You may request escalation to a human at any time.
6. The right to explanation
You have the right to receive a plain-language explanation of any AI-influenced decision that materially affects your care, your coverage, or your access to a Parker product.
7. The right to opt out
You have the right to decline AI-driven features where a non-AI alternative is clinically appropriate. Where opt-out is not feasible (for example, foundational safety models), we will disclose that limitation in advance.
8. The right to accuracy and correction
You have the right to challenge an AI-generated output you believe to be incorrect, and to have that challenge reviewed by qualified personnel. Confirmed errors are corrected in the underlying record and, where appropriate, used to retrain the model.
9. The right to data portability
You have the right to receive a copy of your data and any AI-generated outputs derived from it in a structured, machine-readable format, consistent with our Corporate Privacy Commitment and applicable law.
10. The right to redress
You have the right to a clear, accessible channel for raising concerns about any Parker AI system, and to receive a timely response. Concerns may be raised at ai-ethics@parkerapex.com or through the channels in our Regulatory Compliance and Ethical Conduct policy.
Governance and accountability
Parker maintains an internal AI governance program covering model approval, deployment review, post-market monitoring, and incident response. This program is overseen by our Chief Compliance Officer in coordination with clinical, security, and engineering leadership.
